Pakistani Spy Agency ISI Facilitating Establishment of Taliban Intelligence Service
With the Taliban government under construction, Islamabad is determined to maintain its central role in Afghanistan’s affairs and is using its intelligence service to shape the new security apparatus in Kabul.
Faiz Hameed, the powerful head of Pakistan’s Inter-Services Intelligence (ISI, IO, 27/01/21), visited Kabul on 4 September, accompanied by top officials from eight sections of the service, to advise on the etablishment of the Taliban government, whose founding meetings were held on September 3-4. He also sketched out a plan for a new intelligence service and new army, which he discussed with CIA chief William Burns on 9 September.
